Use a number you are allowed to text or call. Opening a link never sends a message or places a call on its own.

Open text conversation
Web link. Hands off to the desktop app if it is installed.
Open dialer
Web link. US and Canada numbers only.
Desktop app: start call
Only works on a computer with the desktop app installed.
Desktop app: open conversation
Only works on a computer with the desktop app installed.
sms: link
On iPhone, opens CurrentClient only if it is your default texting app.
tel: link
Opens whichever app handles phone links on this device.
